Homelessness, Housing, and Harm Reduction: Stable Housing for Homeless People with Substance Use Issues

The purpose of this study was to investigate innovative housing programs for persons who are homeless or at risk of homelessness and who have issues associated with substance use (e.g. drugs, alcohol or other substances). Key findings indicate that supportive housing, in combination with a harm reduction approach, is effective in addressing the needs of homeless people with addictions, as it helps homeless persons access and maintain stable housing and provides the safety and security necessary for them to begin to reduce their substance abuse. The results also showed that most people who are homeless, even if they have substance abuse issues and concurrent disorders, can be successfully housed directly "from the street" if they are given the right supports when they want them.
